The defect

A possible manufacturing fault in the waterproof boot assembled on the Throttle Cable may cause the boot to deteriorate when exposed to atmospheric conditions. Some units may experience water contamination of the cable, if operated in wet conditions. If this is left unchecked, this water may freeze in cold conditions causing the throttle cable to become jammed and the throttle may not return to idle.
